Health bosses have been accused of bribing smokers into accepting a type of ID card.
NHS Tayside's Quit4U scheme gives smokers who quit £12.50 a week for three months - on national entitlement cards (NEC)
NECs track holders' use of public services.
John Welford, of campaign group NO2ID, said: "It is an intrusive database."
